Article III - Executive Branch

Section 1. Membership:

Membership of the Executive Cabinet shall consist of an elected President, 1st Vice President, 2nd Vice President, and an optional hired Executive Secretary.

Section 2. Term of Office:

  1. The elected Executive Cabinet members shall be installed no later than April 30th of the current academic year.
  2. The Executive Cabinet members shall serve in their capacity until the installation of their successors in the following year.
  3. The Executive Cabinet may hire an optional Executive Secretary, if the Executive Cabinet so desires, prior to the beginning of the fall semester.

Section 3. Qualifications for Office:

  1. At the time of instillation all officer candidates shall be at least in their second semester as a full-time student at Northeastern. A minimum cumulative GPA of 2.5 is required to be eligible to run for office and to be maintained throughout the term of office.. Each candidate must submit a petition signed by at least thirty (30) members of ASNJC. A student desiring to become a member of the Executive Cabinet will be required to take a test consisting of twenty (20) questions covering Parliamentary Procedure and the ASNJC Constitution as established by the ASG Advisor. A score of 80% or higher is required for approval. Candidates will be allowed to retake the test but must score 85% or higher on the re-take test to be eligible for office.
  2. No elected cabinet member, or previously elected cabinet member, who has served more than a one-year term, may be re-elected. In the event of a second semester replacement, the said replacement is eligible for re-election for a total of three semesters.
  3. Any former cabinet member who is removed from office is ineligible for re-election.

Section 4. Powers and Duties of the President

The President shall:

  1. Preside over the Executive Cabinet.
  2. Act as chairperson of all ASG standing committees and carry out the duties required of those positions.
  3. Have the power to sign vouchers for ASG that have been authorized by the Student Senate, CAB or ASG standing committees.
  4. Sign each bill of legislation or veto and return to Senate with written objections. If the President does not sign or veto the bill within six (6) days from the time it was signed, the bill will automatically be considered as having been signed.
  5. Act as a representative of the student body.
  6. Appoint student members for student-faculty committees and ASG standing committees.
  7. Within four (4) weeks following the first Student Senate session of each semester, submit a detailed budget to the finance committee and then to the Student Senate for approval.
  8. Call special meetings of ASG standing committees.
  9. Attend weekly leadership meetings.
  10. The President shall serve as the ASNJC representative to the State Student Advisory Council, attend all SSAC meetings, and report relevant information back to the Student Senate and Campus Activities Board.
  11. In the event that an Executive Secretary is not hired, the President shall assume all duties of the Executive Secretary as outlined in Article 3 Section 7.

Section 5. Powers and Duties of the 1st Vice President

The First Vice President shall:

  1. Act as chairperson of the Student Senate.
  2. Call special meetings of the Student Senate.
  3. Appoint all members of special committees of the Senate with approval of the Student Senate.
  4. Assume the powers and duties of the president, excluding the power of presidential veto, during an absence exceeding six (6) days.
  5. Have the power to sign vouchers, which have been authorized by the Student Senate.
  6. Act as coordinator of fall, spring and special elections.
  7. Act as a representative of the student body.
  8. The First Vice President shall serve as the alternate representative to the State Student Advisory Council, in the event the President is unable to fulfill said duties, as outlined in Article 3 Section 4.10.

Section 6. Powers and Duties of the 2nd Vice President

The Second Vice President Shall:

  1. Act as chairperson of the Campus Activities Board (CAB).
  2. Call special meetings of the (CAB).
  3. Appoint all members of the CAB special committees with the consent and approval of the CAB.
  4. Assume the powers and duties of the 1st Vice President during an absence exceeding six (6) days.
  5. Have the power to sign vouchers, which have been authorized by the CAB.
  6. Act as a representative of the student body.

Section 7. Powers and Duties of the Executive Secretary

The Executive secretary shall:

  1. Record proceedings and maintain records of the Executive Cabinet, Student Senate and CAB.
  2. Post and distribute the minutes as requested by the Executive Cabinet.
  3. Fulfill other duties as deemed necessary by the Executive Cabinet.
  4. Act as a representative of the student body.
  5. In the event that an Executive Secretary is not hired, the President shall assume all duties of the Executive Secretary.

Section 8. Scholarship for ASG Officers

  1. Each Executive officer shall be offered a “Room and Board Scholarship” to be paid out of the General ASG Budget as follows: The cost of Housing will be paid directly to the officers’ bill. Each officer will be reimbursed for the cost of a 14 meals per week meal plan to be paid out bi-weekly.

Section 9. Executive Cabinet Meetings:

  1. There shall be at least one (1) Executive Cabinet meeting held per month during each academic year or at least nine (9) meetings per calendar year.
  2. Invitations to Executive Cabinet meetings are extended to the President, Vice President of Academic Services, Vice President of Student Services, Director of Residence Life & Student Activities/ASG Advisor, an Officer of Administrative Services, the Chief Financial Officer, and the Department Chairs.

Section 10. Procurement Card and Training

  1. Before the start of each term the Executive officers will arrive on a date determined by the ASG Advisor in order to attend the Residence Life Training Sessions, to finalize the first week activities, hang flyers, and anything else that can be accomplished. Using moneys in the ASG budget, meals will be provided for the Executive Officer team.
  2. Each Executive officer will be supplied with a procurement card (after completing P-Card Training) to be used only for procurement of expenses related to ASG activities or functions. - This violates Fiscal Rules and must be repealed.
